Title:
Discuss Alcohol Policy in Public Places
Background:
The Ramsey Rail Station is scheduled to open in the fall of 2012. It is anticipated that citizens will be using the train to get to and from MN Viking games as well as Twins games from the Ramsey location. It has been suggested that people be allowed to "tailgate" in the plaza area around the parking ramp or maybe even in the ramp. As part of the "tailgating" activity, "tailgaters" would be allowed to barbecue and consume alcohol.
The City is currently working with an establishment that would allow alcohol to be consumed off of its premises.
City code does not currently allow for such activity based on Article I, Sec 6-4.- Consumption in Public Places.

Observations:
Council will need to discuss restrooms, portable toilets and trash. Discussion on whether or not to allow "tailgating" in the parking ramp, plaza or surface lots. Does the City allow grills in the ramp?

Council Action:
Staff is looking for direction on whether or not to make changes to the existing City Code for consumption in public places, or only to allow consumption from a licensed establishment.
