Title:

Consider Award of Bid for City Project #12-23; SAP 199-107-009  Alpine Drive Reconstruction

Background:

Staff presented the outline for the Alpine Drive overlay project to the City Council in March 2011.  Due to funding constraints, pavement condition along the extent of the roadway and the pending Anoka County signalization project, it was decided to break the project into two segments.  The first segment from Ramsey Boulevard to the skate park (at Alpine Park) was constructed in 2011.

The second segment from the skate park to Sunfish Lake Boulevard was discussed at the the March 2012 Public Works Committee Meeting.  Alternative paving technologies and pedestrian connection options were discussed.  The Committee recommendation to the City Council was that the alternative paving technologies not be used on this segment and that a pedestrian segment on the south side of Alpine Drive be included as an Add Alternate to the contract.

Plans and specifications for the reconstruction of Alpine Drive from the skate park area to Sunfish Lake Boulevard and construction of a 10' foot bituminous sidewalk from Hematite Street to the park as an Add Alternate were received by City Council at the July 24, 2012 meeting and were authorized for bid.

Observations/Alternatives:

Bids were received and opened on Friday, August 24, 2012 at 10:00 am.  Staff has tabulated and summarized the bids as noted below:

North Valley, Inc is the low bidder.  They were the contractor for 2011 Alpine Drive reconstruction project from Ramsey Boulevard to the skate park.

Recommendation:

Staff recommends awarding the bid to North Valley, Inc.      in the amount of $ 229,950.54 base bid   and $ 42,770.77 add alternate for a total of $ 272,721.31.  The engineers estimate was $295,000, broken down as roadway $255,000 and  bituminous sidewalk at $40,000 respectively.

Funding Source:

This project is eligible to be funded with the City's Minnesota State Aid (state gas tax) fund, but as previously discussed, MSA funds become limited in future years due to the current MSA street improvement projects in progress.  This project was included in the 2012-17 Capital Improvement Program as being funded from Tax Increment Financing District #4 (TIF #4)   This project is TIF eligible as it is south of Alpine Drive (DD#1) and a public improvement.

Council Action:

Motion to award the bid, with the bituminous sidewalk Add Alternate for City project #12-23; SAP 199-107-009 to North Valley, Inc  in the amount of $  272,721.31.
