Title:
Background:
The Subject Property, known as "The Nordvik Property" (located at 8020 147th Ave NW), was acquired by the City as part of the Armstrong Blvd./Hwy. 10 interchange project. The City and the EDA split the cost of acquiring the Subject property. The City paid $200,000 for the easements necesary for the road project and the EDA paid $600,000 for the remaining land; with the understanding that the EDA would control the property moving forward and attain future land proceeds.
In preparation for future development, the EDA wishes to demolish the two existing buildings located on the Subject Property and prepare the site for development. The purpose of this case is to the consider demolition of buildings located on, and site clean up of, the Subject Property; and, to award a contract for service.
ADDITIONAL BACKGROUND (EDA):
Staff received direction at the August regular EDA meeting to send out a RFQ for demolition of buildings and removal of infrastructure on the Subject Property. Responses to the RFQ were due Tuesday, September 11. The EDA reviewed submitted quotes at the regular September EDA meeting. Upon review, the EDA recommends the City Council select the lowest quoter, Sauter & Son's, at $23,500.
NOTE: the EDA expressed interest in making the contract for this proposed project as specific as possible, as to avoid change orders.
Included in this case is the RFQ, addendum, property profile, RFQ responses and proposed contract.
Observations:
NOTE: a pre-demolition study was conducted on the Subject Property by Techtron. The propose of this study is to unveil any hazardous materials used in the construction of the building (i.e. asbestos). This study must be conducted before demolition. The results of this study conclude no findings of asbestos, lead paint or other hazardous materials. The cost of the study is estimated to be $1,200. Attached to this case is a copy of the pre-demolition survey.
Funding Source:
The cost of the pre-demolition study, and the potential demolition of buildings and site clean up of the Subject Property, will be paid for with future land proceeds. In the interim, the EDA fund will be used.
Staff Recommendation:
The EDA recommends that the City Council approve the demolition of buildings located on, and site clean up of, the property located at 8020 147 Ave NW, Ramsey, MN; and, to award the contract for service to Sauter and Son's Excavating.
