Title:
Update on Process and Progress of the Mississippi Skyway
Background:
The proposed pedestrian overpass over US Hwy's #10 & #169 known as the Mississippi Skyway has been discussed for many years and is gaining momentum with considerable progress in the recent months.
The most recent success (aside from the physical construction of the Northstar rail station skyway that this project will connect to) is the pending award of $100,000 in Transit Oriented Development funding for finalizing the planning for this project. Specifically, the TOD application stated that:
The TOD Pre-Development funds will be used to collect and prepare all remaining information and approvals for the 'Mississippi Skyway' (except the actual Bidding Documents) for submission for Federal Funding (see Sec. IV, 1 above). To include:
A) Base information gathering required to perform final design process: $45,000 -
geotechnical, survey & project team site analysis. Create documents (with graphics to clearly present and communicate design ideas), and establish professional direction and permitting required to perform geotechnical, soil borings, and surveys.
B) Complete planning process, secure approvals on final alignment, (public & agencies): $55,000 -Coordination with all rail and transportation agencies as required at Federal, State, County & City levels to secure written approval on final alignment including approved proposed bridge pier locations and specifications. Refine plan layout and detail design to have clear and complete MnDot approval on these directives prior to beginning Construction Documents.
Additionally, while there has been a steady progression of movement for the Mississippi Skyway, there remains several important elements that need to come together in sequence to stage this project for funding. Staff will review these details at the work session with the latest information.
