Review 2013 Parks Capital Improvements

The purpose of this work session discussion between City Council and the Park and Recreation Commission is to establish consensus on the status of the 2013 Park's Capital Improvement projects - as well as identify the next steps.  No decisions are necessary, and if more information is needed on any particular project, it can be brought back to a future meeting.

Attachment #1 is an excerpt from the introductory portion of the adopted, City of Ramsey 2013 – 2017 Capital Improvement Plan; and reminds reviewers that the CIP is not a precise budgeting tool and that each project is brought forward individually for Commission recommendation, and subsequent Council consideration.  Attachment #2 is the larger city-wide CIP with pages 105 to 169 addressing parks and trails.

For the meeting, staff will provide a Power Point presentation that highlights each proposed project for 2013.  The expectation is that the discussion would not get into the minutia of each project, but rather as stated above, achieve consensus that a specific improvement move forward in 2013 (or not), and what the logical 'next step' would be.

Project specific funding is discussed within the CIP document and will be highlighted at the meeting.

Attached for your information is the Park Trust Fund and Lawful Gambling Fund respectfully, with both beginning balances (as of October 2012) and 2013 year end totals, based both on projected revenue and investments (expenditures) in capital improvements.

The Park Trust Fund has an approximate balance of $2.4 million, the Lawful Gambling Fund approximately $164,000.

Identify City Council's consensus on the 2013 Park's Capital Improvement projects, and advise Staff to proceed accordingly.
