Consider Draft 2013-2014 Work Plan

At the June meeting, the Board discussed ideas for the 2013-2014 Work Plan.  Based on that discussion, Staff has prepared a draft Work Plan for review and consideration by the Board.

There are two additional items included on the draft Work Plan that were not discussed last month.  One is to review the Minnesota GreenStep Cities program, including the Clean Energy Resource Teams (CERTs), and consider whether this may be a program worth pursuing.  This program is offered by the Minnesota Pollution Control Agency (MPCA) to help cities achieve sustainability and quality of life goals.  The program is free and revolves around various Best Management Practices (BMPs) that focus on cost saving measures, reduced energy consumption, and encourage innovation.

The second item relates to the Chapter 7 (Housing) of the 2030 Comprehensive Plan.  The Planning Commission formed an Ad Hoc Subcommittee to develop a Housing Assistance Policy, which will be used to assess and rank requests for financial assistance related to housing projects.  It has been requested that the EPB review Goal #4 of the Housing Assistance Policy (see attached) and develop a series of Best Management Practices that would be incorporated as an addendum to the Housing Assistance Policy.

Staff recommends approving the draft Work Plan and forwarding to City Council for consideration.
