Title:
Approve Amendment #2 to The Tinklenberg Group Contract for Additional Services
Background:
It was noted at the City Council work session of September 3, that City Administrator Ulrich would be working with Consultant Elwyn Tinklenberg, The Tinklenberg Group, to determine a short-term extension to the 2013 Consulting Services Agreement so the City is prepared for the upcoming bonding session.
Staff has received an amendment to the contract from Mr. Tinklenberg. The amendment states that the contract shall be extended to provide for additional services to advance the construction of the TH 10 and Armstrong Boulevard interchange. In brief, the extension would allow for continuing efforts with MnDOT supporting the interchange and opportunities to advance construction; working with key legislative leaders to maintain awareness of the interchange project and support for funding alternatives, maintaining communication with the Governor's office and MnDOT re their understanding and support of the project; and following up with Senators and Representatives re federal funding support.
Mr. Tinklenberg suggested that in order to implement the additional services, the term of the original agreement should be extended through January 31, 2014, at a monthly cost not to exceed $2,000.

Recommendation:
Staff is recommending Council approve the amendment to the 2013 Consulting Services Agreement with The Tinklenberg Group.
Funding Source:
The additional $8,000 for the 2013 fiscal year is recommended to come from the City's Public Improvement Revolving Fund.
Council Action:
Motion to approve Amendment #2 to the 2013 Consulting Services Agreement with The Tinklenberg Group to extend the term of the original agreement through January 31, 2014, at a monthly cost not to exceed $2,000.
