Title

Report from Personnel Committee - October 15, 2013

Ratify the recommendations of the Personnel Committed with the following actions:
1.  Discussion Regarding 2014 Non-union Wages and City Health Insurance Contributions
2.  Resolution to Replace the Duties Left Vacant by the Fire Marshal
3.  Resolution to Accept a Paid-on-call Firefighter's Resignation

Purpose/Background:

The Personnel Committee met on October 15, 2013 to consider the three cases listed above.   The purpose of this report is as follows:

Case 1 of 3:   No action needed, this case will come back to the Personnel Committee at another meeting and will include a non-union market wage study and any other new related data that may be available.

Case 2 of 3:   No Action needed, this case will be brought back to the Personnel Committee on November 12, 2013, and will appear on the next "Report from the Personnel Committee"  -- on the regular agenda, November 12, 2013.

Case 3 of 3:   To accept a Paid-on-call Firefighter's Resignation.

Notification:

The Personnel Committee agenda, minutes and resolutions are attached.

Observations/Alternatives:

None.

Funding Source:

Funding Source as stated at the 10-15-13 Personnel Committee meeting; note, cases 1 and 2 were continued to a future Personnel Committee meeting.

Case 1 of 3:
 
The preliminary 2014 budget has accounted for a 2.5% non-union COLA and the health insurance increases.  Note:  The difference between a 2% increase and a 2.5% increase is about $6000 per year.

Case 2 of 3: 
The anticipated 2014 funding required for this position is approximately $89,346 -- this is only an estimate based on a hiring range of less than a mid-point. The Fire Marshal's position (2014 wages) was budgeted at $104,174.

Case 3 of 3: 
No funding source needed.

Recommendation:

Case 1 of 3:
The Personnel Committee recommended that staff bring this case back to the Personnel Committee with a non-union wage market study, along with any newly available wage related data.

Case 2 of 3:
The Personnel Committee recommended that staff bring this case back to the Personnel Committee with options for a more tiered approach and analysis of the options.  

Case 3 of 3:
The Personnel Committee motioned to recommend that the City Council accept the resignation of a Paid-on-call Firefighter.

Case 2 of 3:
Not applicable at this time.

Case 3 of 3:
Motion to  adopt resolution #13-11-197 confirming the recommendation of the Personnel Committee to accept paid-on-call Firefighter Lance Weatherly's resignation and to recruit for this position at a later date.
