Title:
Presentation - Trunk Highway 10 & Armstrong Boulevard (CSAH 83) Interchange Final Design Update
Purpose/Background:

Purpose -
The purpose of this case is to receive a presentation from SRF Consulting Group's project design team reviewing their progress to date on the preparation of final design plans and specifications for the Trunk Highway 10 & Armstrong Boulevard (CSAH 83) Interchange project. Other members from the Project Management Team, which includes staff from the Minnesota Department of Transportation (MnDOT), the Anoka County Highway Department (ACHD), the City of Ramsey, and SRF Consulting Group, may also be in attendance.
Background -
The Anoka County Highway Department (ACHD) has placed a high priority on completing this project and is aggressively pursuing the remaining funding needed to construct the project. As such, the ACHD expects to secure all necessary funding in the near future. A contract was therefore awarded to SRF Consulting Group in the fall of 2013 to prepare final design plans and specifications for the project with the intent of beginning construction in the summer or fall of 2014, contingent on the necessary funding being secured by then.
Throughout the final design process, various people and vehicles from the different public agencies and design consultants will be visiting the project site which will likely generate calls and questions from the public.
City staff will also continue meeting regularly with staff from MnDOT, ACHD and SRF to coordinate and review final design elements, particularly those that directly affect the city, its businesses and residents. Such elements include aesthetic and architectural treatments, business and street signing, pedestrian facility and street lighting, property access, public utilities, and construction staging, among others. City staff will also ensure that timely meetings are held with the public and the City Council to ensure that the project design will minimize negative impacts to city businesses and residents. City staff will also continue to work with staff from MnDOT, ACHD and SRF to ensure that the Riverdale Drive Extension/Reconstruction project improvements are well coordinated with the interchange improvements to minimize needed removals or reconstruction work at the time that the interchange project is constructed.
