Title:
Appointment to NCDA Joint Powers Board
Purpose/Background:
Purpose of Case: Appoint a Councilmember to NCDA Joint Powers Board.
Background: This case is a follow up to the January 7 Council Worksession case relating to the appointment of Councilmembers to various boards and committees.
At the January 7 meeting, a Staff member (Patrick Brama) was appointed to represent Ramsey on Northstar Corridor Development Authority (NCDA) joint powers board. Unfortunately, it is not possible, due to NCDA regulations, for a staff member to be appointed to the NCDA joint powers board.
Clarification:
There are two NCDA boards: (1) joint powers board (2) marketing board.
(1) The NCDA joint powers board requires representation by a City Councilmember. Meetings take place two times per year at the Sherburne County government center. The purpose of the NCDA joint powers board is to analyze transportation needs of the Northstar Corridor from Minneapolis to St. Cloud. The NCDA works together to meet future needs of the Northstar corridor with 4 goals: (A) improve mobility and safety, (B) minimize adverse environmental impacts, (C) encourage transit supportive land use and development patterns, and (D) provide cost-effective and efficient transportation system.
(2) The NCDA marketing board does not require representation by a City Councilmember. This board meets quarterly at the Sherburne County Government Center. Mr. Brama does represent the City of Ramsey on the NCDA marketing board; and will moving forward.
Requested Action
Appointment of Mr. Brama to the NCDA joint powers board was made as a result of a misunderstanding. Therefore, Staff is requesting the City Council make an new appointment to the NCDA joint powers board.

Wednesday, February 19, 4:30 p.m (6:00 p.m. end)., Sherburne County Government Center.
