Title:

15153 Nowthen Boulevard: Discuss Study Group Findings Report

Purpose/Background:

Purpose of Case:
(1) Review Old Municipal Center (OMC) Study Group Findings Report.
(2) Revisit previous EDA recommendation to pursue a data center development on the Subject Property.
 
Subject Property:
Old Municipal Center (OMC) site located at 15153 Nowthen Boulevard consisting of two parcels and totaling 20.5 acres.

Background:
The "Findings Report" attached to this case includes detailed background information on the Subject Property, development process history, and results from the recently completed OMC Study Group public input process.  Included in this case are minutes from all EDA and City Council meetings in which this case was previously discussed (seven meetings).  NOTE: in an effort to avoid repeating information, a detailed 'background' section was not included in this case.

Today, the Subject Property is zoned Public/Quasi Public.  The EDA and City Council have considered two general future uses for the Subject Property: (1) Data center use and/or (2) Residential use.  Either proposed use is not allowed on the Subject Property today; and, will require a Comprehensive Plan Amendment (which, would allow for a subsequent/future standard Zoning Amendment).

Next Step: Process
The City Council will consider submitting an application for a Comprehensive Plan Amendment.  This application could include an amendment for residential and/or data center permitted zoning.  

The Council will review the attached OMC Study Group Findings Report, and EDA recommendation from this meeting, on May 20.  Subsequently, on June 10, the City Council will consider submitting an application to amend the City's Comprehensive plan.



 

Notification:

Two-hundred and fifty nearby property owners, the OMC Study Group, the Planning Commission and the City Council were made aware of this meeting.

(B) residential zoning district AND a data center overlay zoning district

NOTE: see page 10 of the Findings Report attached to this case for details on alternative B.  This alternative does provide flexibility to utilize a portion, or all, of the Subject Property for residential development.  This scenario could take place if a mixed development is proposed (i.e. data center and residential), if only a portion of the Subject Property is utilized by a data center user, or if the entire Subject Property is not absorbed by the data center market.
