Title:

Adopt Resolution #14-05-088 to Contract for Specific Work for Shared Fire Services

Purpose/Background:

Purpose:  The purpose of this case is to seek Council authorization to contract for services to create a Joint Powers Agreement for the shared fire services as well as to contract services for completion of an analysis of the financial impact of bringing all involved relief associations up to the same level.

Background:  The Shared Fire Service Study Group, known as the Rum River Regional Fire Study Group has met on a regular basis since 2011.  In 2013, the Cities of Bethel, Nowthen, Ramsey, and St. Francis mutually agreed to continue efforts toward a shared fire service.  A feasibility report completed by Emergency Services Consulting International (ESCI) highlighted key points to address.  The Rum River Regional Fire Study Group, as well as the internal study group made up of Mayor Strommen, Fire Chief Kapler, City Administrator Ulrich,  and Fire Fighter Swedeen also identified key points to address.  This case is to request authorization to fund consultants to create the Joint Powers Agreement (Barna, Guzy & Steffen) and to complete an analysis of the financial impact of  bringing all three relief associations up to the Ramsey model, which is the highest level (Van Iwaarden Associates).  The not-to-exceed amount of the proposals total $18,000 and would be divided amount the cities using the weighted cost share model that the study group endorsed.  Ramsey's share would be 67% or a not-to-exceed amount of $12,060.

A resolution for Council review is attached, which outlines the purpose and background for the request for contract services.  This resolution has been forwarded to the Cities of Bethel, Nowthen and St. Francis to seek their Council approval as well.  

Fire Chief Kapler will be present to respond to any questions Council may have.

Observations/Alternatives:

The City of Ramsey may reject the funding allocation (proportioned to size) or choose not to move forward with this process.  If the City chose not to move forward with this analysis, staff would recommend that the cooperative fire service effort be re-evaluated.

Funding Source:

There were consultant monies budgeted in the 2014 budget in anticipation of this cost.

Recommendation:

Staff is recommending Council adopt the attached resolution to contract for specific work for shared fire services.

Action:

Motion to adopt Resolution #14-05-088 to Contract for Specific Work for Shared Firer Services.
