Crosswalk Installation Costs and Options

Purpose/Background:

At the April 22nd Public Works Committee meeting, staff was asked to report back with pricing options on crosswalk signs equipped with flashing lights.  The flashing lights would alert the motorist of the approaching crosswalk. Examples of different styles of  crosswalk systems will be presented at the meeting. The following are approximate prices for the various systems.  A standard crosswalk installation is included for price comparison. 

Standard Crosswalk Signage and Installation
Signs-4 signs installed at $200.00/sign -$800.00
Pedestrian Ramps-$600.00-$1000.00/ramp (depending on bids)
Crosswalk Striping-$250.00
Total Cost- $2050.00 (including 1 curb cut at highest price)

Single Flashing Strobe System (light flashes above crosswalk sign 24/7 solar powered)
Standard Crosswalk Signage and Installation-$2050.00
Single Flashing Strobe (2) at $995.00 each
Total System Cost-$4040.00
Flashing LED Lights Embedded in Crosswalk Sign (light flashes in crosswalk sign 24/7 solar powered)

LED Lighting  Kit (2) at $995.00 each

Pedestrian Activated Crosswalk (flashes only when crosswalk is being actively used/solar powered)

Observations/Alternatives:

Staff would like to point out that, if the committee does decide to go with one of the lighted options, we can expect more requests to retro fit existing crosswalks in the city.  Also, we have the jurisdiction to install one of these systems on our roadways, but they may or may not be acceptable to use on county or state roads.  Staff would also recommend using the same lights consistently throughout our road system.

Recommendation:

Staff recommends using the pedestrian activated crosswalk system, if it's the committees intent to install lighting systems at select crosswalk locations..  The reasoning behind the recommendation is if the motorists continually see the flashing lights, but never encounter pedestrians in the crosswalk, the effectiveness of the lights will be lost.

Action:

Motion to Staff recommends using a pedestrian activated crosswalk system on select locations
or Motion to reject staff recommendation and choose an alternative based on committee discussion
