Approve Exemption for a Gambling License for Tribute to the Troops of Minnesota

Purpose:  The State Gambling Board requires a city to give approval to a non-profit organization for a gambling event that is located within its city limits by acknowledging this approval by signing off on an application for exempt permit.

The attached application is from the non-profit, Tribute to the Troops of Minnesota for exemption from a lawful gambling license to hold a fund-raising raffle at Game Fair the weekends of August 8-10 and August 15-17, 2014.

The Tribute to the Troops of Minnesota is an organization of dedicated volunteers, supporters and participants that have joined together to raise awareness to the sacrifices made by America's fallen heroes and their families.

The Tribute to the Troops organization meets all of the requirements which allow them to remain exempt from licensing, primarily from the standpoint that commodities to be raffled are less than $50,000 in a calendar year.

Staff recommends that Council approve the exemption from a lawful gambling license for the Tribute to the Troops of Minnesota organization to hold a raffle at Game Fair the weekends of August 8-10 and August 15-17, 2014.
