Title:
Adopt Resolution 14-05-095 to Reclassify the Development Services Manager
Purpose/Background:
The purpose of this case is to consider reclassifying the Development Services Manager, Mr. Tim Gladhill, to Community Development Director. Staff recommends this reclassification based on the City's public service needs, exceptional performance, future retention, and follow through with the strategic plan. It should be noted, during the 2013 strategic planning process, this position was slated to be reclassified in January 2015. However, the Development Services Manager has been performing the role of a Community Development Director in a sustained manner, overseeing many high priority projects that are critical to the City, it is staff's recommendation to reclassify the position now.
Mr. Gladhill has shown a continued desire to develop professionally as a City of Ramsey employee, dating back to October 2000, as follows:

Observations/Alternatives:

Option #1: Reclassify the current Development Services Manager, Mr. Tim Gladhill, to Community Development Director effective June 1, 2014, to step 1 of the 2014 wage scale at $40.28 per hour, followed by a step change on December 1, 2014, to step 2 of the wage scale at $42.30 per hour, contingent upon continued exceptional performance; waiving the 6-month probationary period. The pros to this option include: promoting continuity of service to the public through effective staffing management--which is consistent with the previously identified strategic plan, especially with regard to Strategic Imperative IV: An Effective Organization. The cons to this option include a increase to personnel costs of approximately $6000 in 2014. Option #2: Do not reclassify the Development Services Manager. This option is not recommended. The pros to this option include a minimal short term savings of approximately $6000 by not proceeding with the reclassification. The cons include reducing the City Administrator's ability to reward exceptional performance, possible employee turnover and disruption to public service, and reduced likelihood of the Community Development Department's ability to contribute to the goal of operating as an effective organization. |
Funding Source:
The additional funding required to reclassify this position effective June 1, 2014, is approximately $6000 and would come from a portion of savings currently in the budget due to the decision to delay the hiring of a full-time regular Building Inspector, (a budget savings of $11,500 from April and May).
Recommendation:
To authorize staff to move ahead with option #1 above to: reclassify Mr. Tim Gladhill, the current Development Services Manager, to Community Development Director effective June 1, 2014, to step 1 of the 2014 wage scale at $40.28 per hour, followed by a step change on December 1, 2014 to step 2 of the wage scale at $42.30 per hour, contingent upon continued exceptional performance; waiving the 6-month probationary period.
Action:
Motion to approve resolution #14-05-095 to reclassify Mr. Tim Gladhill to the City's Community Development Director effective June 1, 2014, to step 1 of the 2014 wage scale at $40.28 per hour, followed by a step change on December 1, 2014 to step 2 of the wage scale at $42.30 per hour, contingent upon continued exceptional performance; waiving the 6-month probationary period.
