Adopt Resolution #14-07-133 Ordering Preparation of Final Design Plans and Specifications for City Improvement Project #14-28 Municipal Parking Ramp Equipment Enclosure Improvements

Purpose/Background:

Purpose:
Authorize phase II design work to be completed by LSA  Design Inc. for the construction of an enclosed storage space within the Ramsey Municipal Parking Ramp.

Background:
This case is a continuation of Council discussion on February 25 and June 24, 2014.  Attached to this case are minutes and case write-ups for each meeting.  Attachments include detailed background information.

In summary, a need for additional indoor storage space for City equipment and vehicles was identified as a priority by Staff in February 2014.  At which time, the City Council authorized preliminary design plans (Phase I) to be drafted for a new storage garage located within the existing Ramsey Municipal Parking Ramp.  Upon completion and review of Phase I design plans, on June 24, the City Council provided direction for Staff move forward with the next step in the process: order Final Design Plans (Phase II).  Additionally, the Council directed Staff to pursue 'Concept #2' from the Phase I design drafts provided by LSA.

Project Costs:
Attached to this case are details.  Total project costs are estimated between $236,594 and $252,109.  Phase II design and bid document development (next step in this process/purpose of this case) is estimated to cost $23,271.

Observations/Alternatives:

Funding Source:

Public Facility Construction Fund. The Public Facility Construction Fund is used to fund the acquisition of land and construction for public facilities. Examples uses of this fund include the design of the new municipal center/police station and remodel of old city hall.

This fund has an estimated 2014 ending balance of $435,093 (prior to this project). The majority of this fund balance is attributed to a transfer from the 2013 General Fund per the City's excess revenue fund policy in the amount of $286,600.  

Recommendation:

Staff recommends authorization to proceed with LSA to complete final design for the proposed project.  This recommendation is consistent with Council direction on June 24.
