Draft Snow Removal Contract For Municipal Parking Ramp
Purpose/Background:
The purpose of this case is to review a draft snow removal contract for the municipal parking ramp

Observations/Alternatives:
In past years the public works department, with help from building maintenance, have cleared the municipal parking ramp after snow events. This activity was performed usually within 48 hours after the streets had been cleared or when time allowed, if the snow amounts were minimal. With the increased use of the parking ramp due to NorthStar ridership and The Residence at the COR nearing 80% occupancy, it has become a higher priority, that we feel cannot be met with our current staffing level and equipment. Staff would like to prepare a request for quotes and contract out the snow removal operations at the municipal parking ramp for the 2015-2015 season. The attached contract documents would be sent to the city attorney for review.
Alternative-Continue to have staff perform snow removal activities on the parking ramp, as soon as staff and equipment become available. This alternative would result in an increase of overtime for the public works department, and a later plow time for the ramp.

Funding Source:
General Fund-Cost Center 0312-6489. The Apartment complex also contributes funds towards the annual maintenance of the parking ramp.
Recommendation:
Staff recommends that the Public Works Committee approve the use of contract labor for snow removal on the Municipal Parking Ramp and direct staff to advertise for bids.
Action:
Motion to accept staff recommendation and approve the use of contract labor for snow removal on the Municipal Parking Ramp and direct staff to advertise for bids or reject staff recommendation and choose alternative recommendation based on committee discussion
