Title:

Review Sketch Plan for O'Shaughnessy 2nd Addition to be Located on the Eastern Half of PID #11-32-25-11-0006; Case of Tim O'Shaughnessy

Purpose/Background:

The City has received an application for a Minor Plat to create a residential lot from an outlot located generally north of 170th Ln NW and on the western side of Germanium St NW (the "Subject Property"). The purpose of the Sketch Plan is to review the Subject Property, its relationship to the Rum River Scenic Land Use District, and its ability to accommodate a residential structure concurrent with the area's zoning designation.  The proposed Minor Plat does not involve the construction of public roads or utilities.

Notification:

Staff attempted to notify all Property Owners within 700 feet of the Subject Property via Standard US Mail.

Observations/Alternatives:

The Subject Property is guided as Rural Developing in the Comprehensive Plan and is currently zoned R-1 Residential (Rural Developing). Most surrounding parcels are also zoned R-1 Residential (Rural Developing). There are two parks immediately adjacent to the Subject Property: Brookview South Park to its south and Brookview North Park to its east.

The Subject Property is part of an outlot (Outlot A shown in Exhibit A) for the property located at 17201 Saint Francis Boulevard, established after a lot split reviewed by the Planning Commission in January of this year (2014).

As noted in Exhibit B, the Subject Property is partially located within the rural area of the Rum River Scenic Land Use District (the "Overlay District") and is therefore subject to standards described in City Code Section 117-256 (District Provisions). The Overlay District extends about 230 feet into the Subject Property. The proposed configuration of the Subject Property satisfies the required area for a non-riparian lot in the rural area of the Overlay District (minimum of 2.5 acres). It also meets the required width of 300 feet along Germanium St NW. Due to the Subject Property's location within the Overlay District, Staff has reached out to the Minnesota Department of Natural Resources to receive any comments regarding the Sketch Plan. The DNR had no comments regarding the proposed Minor Plat.

No residential building is proposed as part of this Sketch Plan. However, the Subject Property could easily accommodate a building that complies with bulk and location standards described in City Code Section 117-111 (R-1 Residential District). The Subject Property also provides enough area for both primary and alternative locations for a private well and septic system.

Funding Source:

All costs associated with processing the Application are the responsibility of the Applicant.

Recommendation:

Staff recommends that the Applicant proceed with preparing the Final Plat.

Action:

By consensus, direct the Applicant to begin preparing a Final Plat.
