Title:
Adopt Resolutions #14-10-202 and #14-10-203 Approving a Conditional Use Permit for Motor Vehicle Sales at 6650 Highway 10 NW; Case of Ramsey Pawn, LLC
Purpose/Background:
The purpose of this case to approve a request regarding a request from Ramsey Pawn, LLC to perform motor vehicle sales on the property located at 6650 Highway 10 NW (the "Subject Property").
Ramsey Pawn, LLC currently operates a retail pawn store on the Subject Property. Ramsey Pawn desires to obtain a Motor Vehicle Sales License to sell motor vehicles of which they ultimately take possession.

Notification:
Staff attempted to notify all Property Owners within 350 of the Subject Property of the Public Hearing via Standard US Mail. The Public Hearing Notice was also published in the Anoka County Union-Herald.
Observations/Alternatives:
The Applicant is requesting a Conditional Use Permit to allow the sale of not more than six (6) motor vehicles at a time on the Subject Property. The Subject Property is located within the B-2 Highway Business District. Motor Vehicle and Recreational Equipment Sales and Service is a Conditional Use in this Zoning District. The Subject Property is surrounded by parcels also located in the B-2 Highway Business District on the south side of Highway 10, and properties located in the H-1 Highway 10 Business District on the north side of Highway 10. Motor Vehicle Sales and Service is also a Conditional Use in this Zoning District is well.
The Subject Property and associated building is shared by Ramsey Pawn with Sportsmen Specialties, a business assembling and selling ice fishing houses.
The Conditional Use process affords the City the opportunity to review individual requests to ensure compatibility of the use on specific parcels and attach reasonable conditions to mitigate potential issues. The Conditional Use process also affords the City a tool to address zoning compliance issues in an expedited manner.
Based on a review of the property, available parking, and available maneuvering areas, Staff believes it is appropriate to grant the Conditional Use Permit for this site.

All costs associated with reviewing the Application are the responsibility of the Applicant.
Recommendation:
The Planning Commission held a Public Hearing on October 9, 2014 and recommends approval of Resolutions #14-10-202 and #14-10-203 adopting Findings of Fact and approving a Conditional Use Permit for Ramsey Pawn, LLC for motor vehicle sales at 6650 Highway 10 NW.
Action:
Motion to adopt Resolutions #14-10-202 and #14-10-203 adopting Findings of Fact and approving a Conditional Use Permit for Ramsey Pawn, LLC for motor vehicle sales at 6650 Highway 10 NW.
