Report from Public Works Committee meeting dated October 21, 2014.
1. Consider a Recommendation on Resolution #14-10-204 Supporting the Highway 10 Access Planning Study Initiated by the Minnesota Department of Transportation: This Resolution was presented at the October 28, 2014 City Council Meeting.
2. Electric Vehicle Charging Station in Municipal Parking Ramp: Ratify the recommendation of the Public Works Committee that City Council recommends charging for the electric vehicle charging service in the municipal parking ramp $1.00 per hour for the first 6 months and then review the usage and see if adjustments need to be made.

Electric Vehicle Charging Station in Municipal Parking Ramp: Ratify the recommendation of the Public Works Committee that City Council recommends charging for the electric vehicle charging service in the municipal parking ramp $1.00 per hour for the first 6 months and then review the usage and see if adjustments need to be made.
Purpose/Background:
1. Consider a Recommendation on Resolution #14-10-204 Supporting the Highway 10 Access Planning Study Initiated by the Minnesota Department of Transportation: This Resolution was presented at the October 28, 2014 City Council meeting.
2. Electric Vehicle Charging Station in Municipal Parking Ramp: Public Works Superintendent Riemer reviewed the staff report and noted the charging station would be stationed on the first or second floor of the ramp. This is the most economical point because it is closest to the electrical system. He suggested the users not be charged for the first six months. This will allow staff to determine if it is used, and how much it is used. He explained the cost is approximately $3.00 for a full charge. Users could be charged by kilowatt, though that becomes complicated. There is the option of charging by the hour, which could discourage people from parking there for long periods of time. He noted the service will be hooked into the ramp's electrical service, which costs approximately $3000 per month. The electrical charging station may not show much of an increase in the bill. Because of the unpredictability of whether and how much it will be used, it may be better to collect data for the first six months. ChargePoint+ is selected as the network for the charging station. He explained how this system works, noting all the data is maintained by ChargePoint+. Depending on what the data shows, The City of Ramsey can choose to have different daytime and nighttime or weekend rates. Tracking of each user is handled by the service as well. Motion to recommend that the City Council recommends charging for the electric vehicle charging service in the municipal parking ramp $1.00 per hour for the first 6 months and then review the usage and see if adjustments need to be made.
