Adopt Resolution #14-11-244 to Appoint a Police Department Captain and a Police Department Sergeant

The purpose of this case is to ask the City Council to authorize the appointment of Sergeant Brad Bluml to the position of Police Captain and Officer Rich Webb to the position of Police Sergeant.

Sergeant Bluml's Background:
Sergeant Bluml has more than ten years of experience in public safety; all of which have been with the City of Ramsey. He has experience with personnel management, public safety and emergency management; during his career he has been a Patrol Officer performing field training, investigations, and most recently a Sergeant.

The Interview:
An internal interview was held on November 5, 2014, with Sergeant Bluml for the upcoming Police Captain vacancy; the position will be vacated by Captain Katers after his promotion on February 1, 2015.  Sergeant Bluml was asked eleven prepared interview questions.  The interview lasted approimately 40 minutes; after being excused, the interview panel agreed by consensus to promote Sergeant Brad Bluml as the next Police Captain.

Officer Webb's Background:
Officer Webb has seven years of experience in criminal justice and public safety.  He has volunteered for, or has been assigned to tactical and administrative tasks in the Department; as well as serving as a Reserve Coordinator for two years.

The Interview:
An interview was held on November 7, 2014, with Officer Webb for the upcoming Police Sergeant vacancy; the position will be vacated by Sergeant Bluml after his appointment on February 1, 2015.  Officer Webb was asked seven prepared interview questions.  The interview lasted approximately thirty minutes.  After being excused the interview panel discussed all three Sergeant applicants, and were in consensus to promote Officer Webb as the next Police Sergeant.

Next Steps:
Staff is conducting an external Patrol Officer recruitment to replace Officer Webb's current position.  Following this process, the City Council will be asked to authorize the applicable fill in the next several weeks.
 

The funding required for this action has been accounted for within the annual budget and represents a savings over the previous budget.

To make a motion, authorizing staff to move ahead with appointing Sergeant Bluml to the position of Police Captain with the City of Ramsey, effective February 1, 2015, at $40.58 per hour based on step 4 of the 2014 wage scale and to authorize staff to move ahead with appointing Officer Webb to the position of Police Sergeant with the City of Ramsey, effective February 1, 2015, at $36.94 per hour based step 4 on the 2014 wage scale.

Motion to adopt resolution #14-11-243 appointing Sergeant Bluml to the position of Police Captain with the City of Ramsey, effective February 1, 2015, at $40.58 per hour based on step 4 of the 2014 wage scale and to appoint Officer Webb to the position of Police Sergeant with the City of Ramsey, effective February 1, 2015, at $36.94 per hour based step 4 on the 2014 wage scale.
