Title
Adopt Resolution #14-12-256 to Accept the City Administrator's Annual Performance Evaluation
Purpose/Background:
The purpose of this case is to accept the City Administrator's annual performance evaluation.
As part of the one year, 360 degree performance evaluation for the City Administrator, direct reports, members of the City Council, the Chairs of the City Boards and Commissions, and the City Administrator completed electronic performance evaluations. Subsequently, the results were compiled and the Mayor and City Administrator met to discuss the results of the evaluation.
At the November 25, 2014 City Council work-session, the Council met in a closed session to conduct an annual performance evaluation of City Administrator Kurt Ulrich, as required by his employment agreement. The session was closed pursuant to Minnesota Statutes § 13D.05, subdivision 3(a). Due to prior commitments, Councilmember Backus and Councilmember Tossey were not able to attend.
Mr. Ulrich reviewed the current status of the balanced scorecard as compared to the City’s defined metrics and goals. A balanced scorecard is a strategic planning system that is used to align business activities to the vision and strategy of an organization; the City of Ramsey’s balanced scorecard was adopted as part of the City’s Three-year Strategic Action Plan -- resolution #13-05-099. The Mayor and Councilmembers discussed the City Administrator’s interactions with the City Council, staff, and the public. It was the consensus of the City Council that Mr. Ulrich’s performance has been remarkable and is well aligned to continue advancing the City’s Strategic Plan.

Motion to adopt Resolution #14-12-256 accepting Mr. Kurt Ulrich's performance evaluation for the time period of September 2013 through September 2014.
