Title:

Adopt Anoka County Fire Protection Council Joint Powers Agreement

Purpose/Background:

With the Anoka County Dispatch system going to a new CAD system and Records Management System, the Joint Law Enforcement Council (JLEC) and Anoka County Fire Protection Council (ACFPC) have been working together for many months to bring this effort to conclusion. It was found out early in the process that the ACFPC did not have Joint Powers Agreement (JPA) status and thus legally could not enter into a contract to provide maintenance agreements or purchase the Fire Service specific software. Fire Departments and City/Township attorneys have been working through a JPA. There are currently 15 Fire Departments in Anoka County, but with some departments covering more than one community, the total communities involved comes to 22. This JPA will be brought before all 22 communities this month for consideration.  The final version is attached for consideration. Also attached is an estimated cost of the new CAD/RMS and the Cost Share Model used for distribution of these costs.

 

Observations/Alternatives:

Nowthen will be responsible for the Nowthen portion of the Ramsey/Nowthen cost allocation, based upon the same formula factors.

Recommendation:

Staff recommends council adopt the Joint Powers Agreement. This agreement may very well be altered as needed through time. Each alteration will be brought back before council for adoption.

The City Attorney has reviewed and approves the agreement. He will be present at the meeting for input and questions.

Action:

Council to adopt/not adopt the Anoka County Fire Protection Council Joint Powers Agreement.
