Report from Public Works
Background:
The Public Works Committee met on March 15, 2011 and discussed the following four cases.
Case #1: Consider Agreement with Minnesota Pollution Control Agency regarding Ambient Groundwater Quality Monitoring Wells
Background:
Public Works Director Olson reviewed in the staff report and stated on February 10, 2010 staff received a request from the Minnesota Pollution Control Agency (MPCA) to consider allowing the use of City owned property to install monitoring wells so they could improve their Ambient Groundwater Quality Monitoring Network. This monitoring well program is part of a network designed to provide long-term information about Minnesota’s groundwater quality. It is the MPCA’s intention to maintain these monitoring wells and to monitor them indefinitely.
He explained the Agency is testing sites that have not yet been tested to establish a base line report.
Discussion ensued regarding the requirement to establish an escrow for the well abandonment in the future. In conversations with the Department of Health as well as the MPCA, they have indicated that the administartive procedures that would be required to implement such a request would be too costly and that their track record since this program was first initiated (1980) has been 100%.
Motion to recommend that the City Council approve of the access agreement subject to the review and approval by the City Attorney.
Case #2: Consider Policy for the Disposition of Surplus Wood and Tree Waste
Parks Supervisor Riverblood stated the purpose of this case is to develop a policy for handling the disposal of those wood wastes (saw logs and firewood suitable material) that have monetary value, such that it is fair, transparent, and may yield a small amount of revenue for the City.
Discussion took place on whether it is more feasible to give wood away, sell good quality wood, or pay to bring it to the compost site. It was noted that there may be security or liability issues related to keeping the wood and there may be benefits to selling or giving it away.
Parks Supervisor Riverblood offered to check with the County on their compost site, and bring an update back to the Committee. He added the policy can be updated at any point.
Since the Public Works Committee meeting staff contacted the County’s compost site and was informed they would be open to the City’s use of the site during normal business hours and the same rates would apply as any resident would be charged. The rates are as follows:
• Branches 6 inches or less in diameter - $6.00/cubic yard
• Branches or logs greater than 6 inches in diameter - $10.00/cubic yard
• Trunks or stumps greater than 2 feet in diameter - $40.00/cubic yard
Staff also was informed that the compost site is only open from April through November.
Motion , to recommend that the City Council approve the Policy for the Disposition of Surplus Wood and Tree Waste, with the policy brought back to this Committee for updates annually.
Case #3: Consider Update on Retro Fitting of Public Works Lighting
Background:
At the January 18th Public Works Committee meeting, staff presented a proposal from AID Electric to retro fit the lighting at the Public Works campus (this was the apparent low quote from the three quotes we received before that meeting). This proposal calls for replacing the current fixtures (metal halide and T12 fluorescents) with T-8 fluorescent bulbs and ballasts, with motion sensors attached to some of the fixtures.
The direction received at that January Public Works Committee meeting was to research LED lighting. Staff presented a graph that runs through the lifespan of LED versus fluorescents versus doing nothing.
Since the Public Works Committee meeting, there has been questions about the warranties of the products that were quoted as part of the retrofitting of the lighting at the Public Works facility. Aid Electric has assured us that all the products that were quoted meet Connexus warrantee requirement for rebates (bulbs and ballasts 3 years).
Motion to recommend that the City Council approve the project and contracting with AID Electric for installation of the fluorescent option and that the AID proposal be further modified to require disposal of all fixtures as described in the vehicle storage building.
Case #4: Discuss Trail Construction in Conjunction with an Overlay to Alpine Drive near Alpine Park
Staff explained they are preparing a project for the bituminous overlay of Alpine Drive, from Ramsey Boulevard to Sunfish Lake Boulevard, for construction this year. The plans have yet to be developed, and are coordinating the project scope with Anoka County due to their signalization project at Sunfish Lake Boulevard and Alpine Drive.
Staff is asking for feedback from the Council on whether a trail and/or sidewalk should be included in the overall project scope before we get too far along in the design and MSA review process.
Motion to recommend to the City Council that Staff split the project into two projects as needed. Phase 1 being the necessary overlay of Alpine Drive from approximately the skate park location within Alpine Park to Ramsey Boulevard, to be completed in 2011. Phase 2 would include maintenance needs on the remainder of Alpine Drive to Sunfish Lake Boulevard and include within the project scope a possible trail connection between Alpine Park and Central Park, which can potentially be accomplished easier due to the recently completed boardwalk from Sweetbay Ridge.
COMMITTEE INPUT
Review CSAH5 – Nowthen Boulevard Reclaim and Overlay
City Engineer Himmer stated Anoka County would like to complete an overlay project on CSAH5 this year. The County received federal funds for this project. He explained every public street intersection will have a bypass installed. He noted he has a set of plans and he invited Committee members to look at it as they have time.
No action taken, for informational purpose only.
Recommendation:
Staff recommends ratifying the recommendations of the Public Works Committee.
Council Action:
Ratify the recommendations of the Public Works Committee.
