Title:
Adopt Resolution #15-05-135 Granting Final Plat Approval for COR Parkview Addition
Purpose/Background:
The purpose of this file is to review the Final Plat the COR Parkview Addition in order to allow a scheduled closing to move forward. The City received final plans for Site Plan Review on Tuesday, May 19. Given the short timeframe between submittal and agenda deadline, Staff has not yet completed its review of the most recent plan submittal and will need to review the Site Plan with the City Council on June 9. The necessary review and revisions to the plans will not impact the configuration of Property Lines.
The Subject Property is located south of Ramsey Parkway, east of Town Center Drive East and west of Rhinestone Street NW and north of Sunwood Drive. The property is located in COR-1 zoning sub-district. The application includes a plat to be called COR Parkview Addition and development of phase one apartment complex consisting of one four-story building with a total of 121 units with tuck under, detached garage and surface parking.
There are a number of plan revisions that are required to satisfy the contingency of approval before the site plan can be brought forward:

There are a number of plan revisions that are required to satisfy the contingency of approval before the site plan can be brought forward:
- Resolve discrepancies in layout between architectural plan set and civil engineering set.
- Address deficiency in 'build-to' line
- Revise boulevard and sidewalk widths
- Address direction regarding amount of surface parking area
- Address EPB recommendation regarding internal landscaping and landscaping along southern property line to screen detached garages
Notification:
Staff attempted to notify all Property Owners within 700 feet of the Subject Property of the Public Hearing via Standard US Mail. A notification of Public Hearing was published in the Anoka County Union Herald.
Observations/Alternatives:
The property is zoned COR-1 Mixed Use Core Sub-District which is intended to provide a mix of residential, retail, and service uses. This sub-district allows the highest intensity of uses including high density housing. The proposed use as an apartment building meets the intent of the COR-1 Sub-District.
Funding Source:
All costs associated with processing this Application are the responsibility of the Applicant.
Recommendation:
The Planning Commission recommends approval of the request with required revisions as outlined in the Staff Review Letter.
It should be noted, the Ramsey HRA entered into a “Parking Easement Agreement” with Ramsey Professional Center (RPC) LLC on September 14, 2012. This agreement granted RPC a parking easement along a certain portion of HRA owned property effected by the COR PARKVIEW ADDITION under consideration tonight. As the Council well knows, PSD LLC (same principles of RPC LLC), entered into a purchase agreement (PA) with the City of Ramsey on April 14; which encompasses the entire COR PARKVIEW ADDITION plat. Considering both the PA agreement and COR PARKVIEW ADDITION plat, the former Parking Easement Agreement is no longer needed. Staff recommends this agreement be released, as it no longer serves a purpose. Included the resolution attached your case is language officially authorizing the execution of a Release of Parking Easement Agreement.
Action:
Motion to recommend that the City Council adopt Resolution #15-05-135 granting Final Plat for COR Parkview Addition, with required revisions as outlined in the Staff Review Letter.
NOTE: this is not final approval of the project. The Developer will need to satisfy the contingencies of the approval of the Preliminary Site Plan Approval granted on April 28, 2015. This action is the process of approving the Final Plat Sheets for recording in order to have the correct documents to complete the real estate transaction.
