Report from Public Works Committee meeting dated June 16, 2015
1. Consider Drainage Options for 173rd Avenue and Gibbon Street Area: Ratify the recommendation of the Public Works Committee to recommend that the City Council consider ordering a feasibility study that will include an analysis, determination of specific costs and how this works with policy, for Gibbon Street - 173rd Avenue Drainage concerns.
2. Consider Recommendation for Zeolite Street Storm Sewer Extension to Lake Ramsey: No motion needed. Staff has the guidance they need.
3. Consider Street Width Recommendation for Andrie Street and 164th Lane Reconstruction Project: Since the original recommendation stands with looking at parking on one side in select areas as an amendment, no motion is needed.
4. Recommend Revising Street Names from (East) Town Center Drive to Center Street, and from East/West Ramsey Parkway to Ramsey Parkway: Ratify the recommendation of the Public Works Committee that the City Council rename (East) Town Center Drive to Center Street, and renaming East/West Ramsey Parkway to Ramsey Parkway.

Purpose/Background:
The Public Works Committee held its regular meeting on June 16, 2015 and discussed the following cases:
1. Consider Drainage Options for 173rd Avenue and Gibbon Street Area: Staff reviewed the report and each of the 4 options, noting that option 4, which involves constructing a storm sewer pipe within the right of way along Gibbon Street and 173rd Avenue to provide an outlet from the pond to County Ditch 66, was the most promising. Motion to ratify the recommendation of the Public Works Committee to recommend that the City Council consider ordering a feasibility study that will include an analysis to determine specific costs and how this works with current policy for option 4 of the Gibbon Street - 173rd Avenue drainage concerns.
2. Consider Recommendation for Zeolite Street Storm Sewer Extension to Lake Ramsey: City Engineer Westby reviewed the staff report and noted the construction costs are preliminarily estimated at $175,000 and that this project is included in the City’s 5-year Capital Improvement Program. The consensus of the Committee was to hold off on constructing the improvements until it is needed, but to reinforce the plug in the pipe using concrete or wood as needed. City Engineer Westby stated no motion is needed. Staff has the guidance they need.
3. Consider Street Width Recommendation for Andrie Street and 164th Lane Reconstruction Project: City Engineer Westby reviewed the staff report and noted Street Reconstruction Bonds can be used to widen the street to accommodate a bike lane for safety purposes. Staff would like to request Council authorization soon to complete a Feasibility Report for construction in 2016. City Engineer Westby said no motion was needed since the original recommendation stands, with looking at parking restrictions on one side in areas with trees as an amendment.

Motion to ratify the recommendation of the Public Works Committee to recommend that the City Council rename (East) Town Center Drive to Center Street, and rename East/West Ramsey Parkway to Ramsey Parkway.
