Title
Adopt Resolution #15-10-243 Approving the Classification and Sale of Tax Forfeit Parcel in the City of Ramsey
Purpose/Background:
Purpose: To approve the classification and sale of a Tax Forfeit Parcel located in the City of Ramsey.
Background: On February 24, 2015, the City Council took action on four parcels located within the City that were tax forfeit. Prior to the 2/24/15 meeting, staff reviewed the parcels and found that three of them would serve no public purpose and should be classified as tax forfeit and offered for sale; however, it appeared one parcel, 35-32-25-32-0036 - AUDITORS SUBDIVISION NO. 96 (aerial photo and map attached) could be used for future roadway / trail purposes. The staff report and the resolution from that meeting are attached. The Council adopted resolutions to that effect and those resolutions were sent to Anoka County for enactment by their Board. In September, 2015, City staff was notified by Anoka County that the State of Minnesota required supplemental information for a Conditional Use Deed in order to award the acquisition of the tax forfeit parcel. Staff re-reviewed the parcel to give the State detail of the public use intended for the property, and determined that the parcel identified as 35-32-25-32-0036 was no longer desired. Originally the area was identified in the Highway 10 Access Study as a potential alternative for future road and trail. However, it appears now there is no eminent need for the parcel and it would be better offered for sale to a private party.
Staff has drafted a resolution (attached) for Council consideration which states that the parcel should be classified as tax forfeit and offered for sale.

Recommendation:
Staff is recommending the City Council adopt the resolution classifying the subject parcel as tax forfeit and offer it for sale.

Motion to adopt Resolution #15-10-243 Approving the Classification and Sale of Tax Forfeit Parcel in the City of Ramsey.
