Title:
Review Meeting Procedure Documents (Continuum of Action) and Review Procedures for Security (Portions of this discussion may be closed to the public.)
Purpose/Background:
Purpose: To review meeting procedure documents and review procedures for security in an emergency situation.
Background: At a work session in September 2014, the City Council discussed a Continuum of Action policy as it pertains to meeting disruptions. Because State Statutes speaks to a process for dealing with disruptions at meetings, Council did not have to formally adopt a policy. Council did, however, review a sample Continuum of Action policy and agreed that it should be tailored to fit the City or Ramsey and posted in the public meeting rooms at the Municipal Center. The Continuum of Action verbiage was tailored to Ramsey and was posted in the Council Chambers, the Alexander Ramsey Room, and the Lake Itasca Room. Along with the Continuum of Action document. The Council approved "Disruption Instructions" as well. The Continuum of Action and the Disruption Instructions have been updated to include information relating to the new security procedures for the Council Chambers. and are attached to this report.
Following a review of these two documents, Chief Katers will review the new safety procedures for security in an emergency situation. As is allowed in State Statutes 13D.05 Subd. 3(d), this portion of the report/review may be closed to the public. This portion of the meeting may also be moved to the Council Chambers.
