Title:

Consider Increasing Traffic Control Measures For Dysprosium St Between NowThen Blvd and CR 116

Purpose/Background:

Purpose-Staff received a request to look into possibly increasing  traffic control measures on Dysprosium St between Nowthen Blvd and County Road 116. The resident was concerned with the volume and speed of the traffic in this area, especially when combined with the higher volume of pedestrians that are present in the area..
Background- In 2011 Dysprosium St was narrowed for 45 feet to 34 feet to make it feel more like a residential street and less like a collector street. Sidewalks were added to both sides and parking is limited to the west side, which was constructed with  on-street parking bays (bump-outs) .  The street also contains 3 marked crosswalks, though the crosswalks are only marked with signs and do not include pavement markings. The current speed limit is 30 mph and  traffic volumes as of May 2015 counts were 3920 ADT on the south end and 2561 ADT on the north end. Accident and traffic violation data from the past 5 years included 99 speeding tickets, 278 warning tickets ( though the data base does not track what the warning ticket was issued for) and 30 traffic accidents none of which involved pedestrians.

Observations/Alternatives:

The original request from the resident was to inquire if dynamic speed signs could be installed on the north and south ends of Dysprosium St to remind drivers of the 30 mph speed limit.  These are the same type of signs that are used on Sunwood Dr in the COR.  Staff feels the signs have proven to be effective, but are costly, with the cost for the pair of signs estimated at $3500.00, plus the installation on Dysprosium St. would require poles to be installed, adding additional cost to the project.  Normally the signs could be mounted to street light poles, but there are no poles in the area where the signs should be located for maximum effectiveness.  As an alternative staff would recommend working with the Police Department to schedule placement of the speed trailer in the area and possibly an increased police presence, as schedules permit.

Staff would recommend working with the Police Department to schedule placement of the speed trailer in the area and possibly an increased police presence, as schedules permit.

Action:

Motion to approve staff recommendation to work with the Police Department to schedule placement of the speed trailer in the area and possibly an increased police presence, as schedules permit,  or reject the staff recommendation and approve an alternative motion based on committee discussion.
