Adopt Resolution #16-04-066 Approving State of Minnesota Joint Powers Agreements with the City of Ramsey on Behalf of its City Attorney and Police Department

Purpose:  To update the City's master agreements and court amendments with the State of Minnesota, Department of Public Safety, Bureau of Criminal Apprehension (BCA) for continued access to Criminal Justice Information Services (CJIS). 

Background:  The State of Minnesota requires all law enforcement agencies and criminal prosecutors that receive CJIS data maintained by the BCA to have master agreements in place.  The Ramsey Police Department and the city prosecutors office of Randall & Goodrich subscribe to CJIS data and Court Data Services (CDS).  CJIS and CDS are essential to the normal operations of a law enforcement agency and criminal prosecutors in their scope of work.

The attached master agreement and amendments define the responsibilities of the City of Ramsey and the State of Minnesota as it relates to  access to CJIS and CDS data. These agreements are required by the BCA for continued access to CJIS and CDS data.  Attached to the case, for Council consideration/adoption, is a resolution approving the State of MN JPA Agreements.

Staff recommends Council adopt the resolution approving the master agreement and amendments with the State of Minnesota for access to CJIS and CDS data for the Ramsey Police Department and city prosecutor Randall & Goodrich.
