Use of Excess Material for Dirt Road Improvements
Purpose/Background:
The purpose of this case is to seek direction from the Public Works Committee on the use of excess pavement millings for road surface improvements on Xenolith St. and 178th Ln Background, in 2011 the city did a mill and overlay project on Alpine Dr, east of Ramsey Blvd. which resulted in several hundred yards of excess asphalt millings. The millings are a combination of asphalt and class 5 removed from the road bed, when Alpine Dr was being prepared for the mill and overlay

Observations/Alternatives:
Xenolith St and 178th Ln are 24 foot wide and combined are approximately 2500 feet long of unimproved roads located on the very northern border of Ramsey and Nowthen, servicing the Caroline Acres subdivision. The Xenolith St cuts through a wet land and joins 178th Ln to provide access for 11 homes in the subdivision. In the spring when the frost comes out the sub-base on Xenolith St, black material boils to the surface, making it difficult to drive on, sometimes for several weeks. Maintenance crews in the past have used pea gravel and 1-1/2" river rock to firm up the road bed in the spring time. These roads produces an above average number of requests for grading in the dry summer months because of the sand based road material. To remedy that situation staff is proposing to place 4" of recycled material the length of Xenolith St. and 178th Ln As mentioned earlier, the the recycle material was a byproduct of a project on Alpine Dr, so no material would be purchased for the project. Public Works staff would perform the work in house using our equipment.
Funding Source:
This project would be handled as part of staffs regular duties.
Recommendation:
Staff recommends using the excess recycled asphalt material stored at the public works campus to upgrade the road surface on Xenolith St and 178th Ln in the Caroline Acres subdivision.
Action:
Motion to recommend using the excess recycled asphalt material stored at the public works campus to upgrade the road surface on Xenolith St and 178th Ln in the Caroline Acres subdivision or or reject the staff recommendation and approve an alternative motion based on committee discussion
