Approve Work Plan and Proposal for Professional Services Contract Extension with The Tinklenberg Group for Ramsey US Trunk Highway 10 Improvement Development Plan

Purpose:  To approve an extension to the contract with Elwyn Tinklenberg, The Tinklenberg Group, to continue the work on the Highway 10 Improvement Development Plan.

Background:  In January, 2016, the City Council approved extending the contract with Elwyn Tinklenberg of The Tinklenberg Group for a period of six months - January through June at the rate of $5,400 per month, or a total of $32,400. 

Mr. Tinklenberg has submitted a proposed extension to the contract intended to capitalize on the work begun under the January 2016 phase of the City's US Trunk Highway 10 Improvement Development Plan and implement the strategies adopted in that plan.  The term is proposed for six months from August 2016 through January 2017.  The rate for the month of August will be $4,500 due to the effort required to prepare for and work an anticipated special session.  If no special legislative session is held, this amount will be reduced to the $2,500 monthly rate.The rate for the remaining five months will be $2,500 per month for a total of $17,000 for this six-month period.    Mr. Tinklenberg's detailed Development Plan is attached to this case. 

While this year has yet to produce a funding allocation on either a state or federal level, staff believes that the Tinklenberg contract continues to provide value in building relationships and advancing our priority Highway 10 projects forward.  Mr. Tinklenberg has been providing regular written reports to staff, as well as making regular appearances each month to update the Council.

Motion to approve the extension of the Ramsey US Trunk Highway 10 Improvement Development Plan with The Tinklenberg Group for a term of six months - August 2016 through January 2017 in an amount not to exceed $17,000.
