Public Hearing to Consider Request for a 3.2 % On-Sale Liquor License; Case of Paint and Pallet LLC, Located at 9457 Highway 10 NW

Purpose:  To consider a 3.2% on sale liquor license for Paint and Pallet LLC .  .

Background:  Paint and Pallet LLC, is an instructor led class studio located at 9457 Highway 10 in Ramsey.  The studio provides all the materials and instructions to attendees to make personalized wall decorations/signs.  Paint and Pallet would like to allow their attendees to be able to bring and consume liquor during their three hour class if they choose to.  A consumption and display permit has to be obtained in order to allow this and those types of permits are issued by the State of Minnesota.  However, in order for the State to issue such a permit, a liquor license has to be issued by the City.  Once a liquor license is issued, a certification is sent to the State Alcohol Division.  The applicant may then send in a license application for the consumption and display license. 

The cost of obtaining an on-sale 3.2% liquor license through the City of Ramsey is $200 per year and runs from July 1 through June 30.  Because there is no sale of liquor, the investigation fee of $500 has been waived in this case.  This 3.2% license is issued strictly to enable Paint and Pallet to apply to the State for a Consumption and Display permit.
