Title:

Approve the Advance Construction of a Proposed 2017 Capital Improvement for Alpine Park

Purpose/Background:

As alluded to in the case title above and within preceding case, the purpose of this case is to consider ball field improvements to fields #3 and #4 identical to the proposed donated improvements for fields #1 and #2. 

The Anoka Ramsey Athletic Association (ARAA) desires approval to cost share the construction of (above-grade) dugouts and fencing replacement at Alpine Park—as a partially donated cost (estimated at +/- $50,000), and a contribution of up to $75,000 from the Park Trust Fund. . The project, if approved, would commence late in the summer of 2016 and may continue in the early Spring of 2017.

Funding Source:

The funding source would be a not-to-exceed amount of $75,000 from the Park Trust Fund, (and may include +/- $50,000 in donations from ARAA).

Recommendation:

The Park and Recreation Commission recommended the aforementioned improvements be considered as an 'advanced constructed' 2017 Parks Capital Improvement—and that this CIP project be approved at this time, due to economy of scale, and also to have the ball field improvements completed before the spring 2017 athletic season commences.

Action:

Motion to approve up to $75,000 from the Park Trust Fund for fencing and backstop improvements for baseball fields #3 and #4 at Alpine Park, subject to all expenditures being compliant with the City's Purchasing Policy.
