Adopt Resolution #16-12-248 to Approve Position Reclassifications

Purpose/Background:

The purpose of this case is to ask the City Council to reclassify two current city positions; the Permit Technician Assistant and the Parks Lead Worker.   Both reclassifications were included as part of the budgeting discussions and are accounted for in the 2017 budget.   This case seeks to accurately classify and compensate City employees for the work performed.  
 
The reclassifications listed below reflect the City’s desire to maintain an effective organization.  Reclassifying positions, when needed, serves to retain high performing employees and furthers the City's mission to work together to responsibly grow our community, and to provide quality, cost-effective and efficient government services.  
 
The following positions have changed to include additional, more complex duties and the employees in these positions are working outside of their current job classifications. Therefore, staff recommends the following reclassifications, effective January 1, 2017:
 
 1) Reclassify the current Permit Technician Assistant to Permit Technician
 2) Reclassify the Parks Lead Worker to Parks Supervisor

A brief explanation of the changes include:

1)  Reclassify the current Permit Technician Assistant to Permit Technician:   The employee in this position has taken on additional responsibilities that greatly exceed the requirements of the Permit Technician Assistant position.  In addition, she has successfully passed the Permit Technician certification through the International Code Council (ICC), completed greater than one year in current classification, and demonstrated proficiency with  the Administration Chapter of the State Building Code.  

 
  2. Reclassify the current Parks Lead Worker to Parks Supervisor:  The employee in this position has performed responsibilities well beyond his current position and completed an extensive public works certification involving five college courses totaling 20 credits, as follows:  Office and Professional Skills for Public Works, Public Works Organization and Administration, Public Works Management and Communication, Technical Aspects of Public Works, and Public Works Operations and Maintenance.  With approval of this reclassification, in addition to the job duties that have already occurred, staff plans to implement an operational change to the Parks Department.  This effort seeks to achieve some of the goals of the City’s Strategic Plan such as improving staff effectiveness, securing more outside funding sources, improving our recreation programing offerings, and planning for the future.  To do this,  the City will be shifting some job responsibilities among two key parks employees. Parks and Asst. Public Works Superintendent Mark Riverblood will assume a larger planning and development role within the department, and Mike Berge, as the new Parks Supervisor, will manage more of the day-to-day Park Department maintenance operations and personnel issues.  Both employees will report to the Public Works Superintendent Grant Riemer and will continue to work together to maintain, improve, and develop our parks and trail system for the betterment of the community.  Specifically, the Parks Supervisor duties will include:
  • Main contact person for day-to-day park maintenance issues.
  • Responsible for coordinating with athletic associations on maintenance requests.
  • Provide daily work direction for parks maintenance workers and make field decisions related to city park maintenance.
  • Conduct annual performance reviews of fulltime and seasonal parks maintenance staff.
  • Develop maintenance schedules for all park equipment (e.g., play structures, buildings, athletic equipment, etc.…).
  • Coordinate trail, sidewalk and cul-de-sac snow removal operations.
  • Develop annual park maintenance  budget.
  • Review time sheets and attendance records for fulltime and seasonal staff.
  • Perform other related duties as assigned.

Again, in both cases, the staff in these positions have been working out of their job class in order to meet the public service needs in their respective areas, and both have obtained additional training beyond what is required under their current classification.

Notification:

As stated, the reclassifications listed above were discussed as part of the 2017 budgeting process and  have been included in the 2017 City budget.

Neither position requires back filling to replace the original position.  
 

Observations/Alternatives:

Option #1: Reclassify both positions as described.  
Option #2: Do not reclassify the above listed positions.
 
The pros and cons of the above actions are tied to the Strategic Plan. The key reason to reclassify these positions is to more accurately recognize the job functions that these employees are currently performing and to proactively work to retain the City's talent--reducing the risk of turnover costs and loss of institutional knowledge.
 
 

Funding Source:

The 2017 funding required for this action has been accounted for in the 2017 budget at approximately $6949 for both reclassifications.  Specific funding requirements are as follows:

1) Reclassify the current Permit Technician Assistant to Permit Technician $3595
2) Reclassify the Parks Lead Worker to Parks Supervisor $3551 
 

Recommendation:

Staff recommends option #1 to: 
1) Reclassify the current Assistant Permit Technician, Ellen Krueger,  to Permit Technician, at step 3 of the new wage scale, which is $23.20 per hour; and
2) Reclassify the current Parks Lead Worker, Mike Berge, to Parks Supervisor, at step 2 of the new wage scale, which is $31.73 per hour.
 

Action:

Motion to adopt resolution #16-12-248 to Approve Position Reclassifications, effective as of January 1, 2017, as follows:
1) Reclassify the current Assistant Permit Technician, Ellen Krueger,  to Permit Technician, at step 3 of the new wage scale, which is $23.20 per hour; and
2) Reclassify the current Parks Lead Worker, Mike Berge, to Parks Supervisor, at step 2 of the new wage scale, which is $31.73 per hour.
