Title:
Stone Brook Children's Academy Site Selection
Purpose/Background:
Purpose
Provide Stone Brook Academy and Childcare Center direction on their proposed site location in The COR.
On 01/24, the City Council indicated more information is needed before a final decision can be made (RE site location). The Council was concerned about the ramifications this single project (about 1 acre) would have on the development of the larger parcel/ block (about 5 acres). The Council desired to know more about how the various development challenges associated with this site will play out in various development scenarios (i.e. Stone Brook proposal vs. single developer master planned site).

The Council desired to know more about how the various development challenges associated with this site will play out in various development scenarios (i.e. Stone Brook proposal vs. single developer master planned site).
Per Council direction, attached to this case are four professional drafted development scenarios for consideration/ discussion. These scenarios are based on the current zoning (COR-2 Retail) and the master plan. The Council requested this case be reviewed one more time by the Planning Commission before the Council made a final decision.
Review
This case was reviewed by the EDA on 12/08/16 and 01/12/17. This case was reviewed by the Planning Commission on 01/05/17 and 02/02/17. This case was reviewed by the Council on 01/24/17 and 02/14/17. All parties are generally very supportive of the use/ proposed project. However, the site location has been the focal point of conversations.
The EDA is in general support of Stone Brook's proposed site location, Site #1 (5-1 vote on 01/12/17). The Planning Commission is now in general support of Stone Brook's proposed site location, Site #1 (5-1 vote on 02/02/17). Please see attached Site #1 Log for details.
City Review process
This case is being addressed in several separate steps:
Step 1: Site Location/ Site Concept (current case)
The purpose of this case is to provide direction from a master developer perspective (site location, concept project layout).
Step 2: Real Estate transaction
The purpose of this step will be to consider a formal purchase agreement (i.e. deal terms).
Step 3: Entitlement
The purpose of this step is to review Plat and Site Plan applications (i.e. zoning/ land use regulations).
The purpose of this case is to provide direction from a master developer perspective (site location, concept project layout).

Recommendation:
Staff is looking for direction to move forward with negotiating a purchase agreement with Stone Brook for Site #1, or not. If the Council is comfortable with Site #1, staff would request any feedback possible, at this time, on the following two items.
(1) Will the City require the road connection? The EDA, PC, and staff support a private road connection.
(2) Will the City require an internal road connection (as shown on Master Site Layout "B")? The PC supports an internal road connection.
NOTE: staff is asking these questions because they will have a direct impact on the land transaction negotiation.
