Receive Progress Report on The COR Development Plan Update

The purpose of this case is to keep the City Council in the loop on activities of the Planning Commission related to The COR Development Plan Update. The Commission has been focused on two (2) deliverables in this stage. This is a repeat of a previous update to the City Council. Added to the case at this time are more detailed site concepts to study the feasibility of potential land use changes. The purpose at this stage is not site plan review, but demonstrate concepts that may work for different land use scenarios. The Planning Commission continues to refine these concepts, and will be formulating a recommendation for City Council consideration at their April 6 Meeting.

The Planning Commission has been focusing on two (2) deliverables at this stage.

1. Vision Statement
2. Land Use Map

Working Drafts of these two (2) documents are attached. While Staff is not seeking formal action, feedback on general direction is welcome and will help Staff prepare for future Planning Commission Work Sessions.

The Planning Commission has held three (3) workshops on this topic. Staff will route Council feedback and input from tonight's meeting to the Planning Commission as part of their Work Session. The Planning Commission still needs to develop key development and design standards, such as parking, densities, architectural requirements, etc; however, that task is now recommended to take place parallel to the System Plan and Project Pro-Forma Development (Stages 2 and 3 of the Work Plan). The Planning Commission plans to finalize a Policy Framework for recommendation to the City Council at their April Meeting, with formal consideration by the City Council at the end of April or early May.

Completion of this interim step will then kick off the System Plan Studies and Project Pro Forma steps.
