Title:
Receive Update on Comprehensive Plan Amendments for Brookfield 8th Addition and Woodlands 4th Addition
Purpose/Background:
The purpose of this case is to update the City Council on the schedule for two (2) Comprehensive Plan Amendments submitted to the Metropolitan Council for approval.

Observations/Alternatives:
At the February 28th City Council Meeting, action was postponed on the Final Plat for Brookfield 8th Addition, pending approval of the Comprehensive Plan Amendment by the Metropolitan Council. This was one (1) of two (2) Comprehensive Plan Amendments submitted to the Metropolitan Council.
Staff has received word that both amendments will be scheduled for review by the Metropolitan Council's Community Development Committee on Monday, April 17th and consideration by the full Metropolitan Council on Wednesday, April 19th (both dates are tentative).
Staff has received word from Metropolitan Council Staff that both amendments conflict with Metropolitan Council policies in the ThriveMSP 2040 document (regional development framework) related to stewardship. Specifically, Metropolitan Council notes that both MUSA (Metropolitan Urban Service Area) expansions impact areas of 'Outstanding Quality Ecological Resources' as defined by the Minnesota Department of Natural Resources. Metropolitan Council policies aim to protect existing areas of ecological resources from future development. Staff is working on a Supplemental Report outlining other strategies, other than restricting MUSA expansions, that protect quality ecological resources. Staff remains confident that the amendments will be successfully approved, although not administratively.
