Adopt Resolution #17-05-103 Approving Plans and Specifications and Authorizing Advertisements for Bids for Improvement Project #17-00, Sunwood Drive Reconstruction

Purpose:
The purpose of this case is to Adopt Resolution #17-05-103 approving plans and specifications and authorizing advertisements for bids for Improvement Project #17-00, Sunwood Drive Reconstruction.

Background:
Attached is a set of final plans prepared by City staff for Improvement Project #17-00, Sunwood Drive Reconstruction.
 
The attached plans are generally consistent with the design represented in the Feasibility Report as approved by the City Council.  The only significant difference is that 3 inches of existing bituminous pavement will no longer be milled and hauled off site.  Rather, all existing bituminous pavement will be reclaimed and mixed with the existing aggregate base.  Then 4 inches of reclaim material will be removed and hauled off site, after which the remaining 6 inches of reclaim material will be stabilized by incorporating an asphalt emulsion.  This will allow 4 inches of new bituminous pavement to be placed on top of the stabilized base resulting in a stronger pavement section than previously existed, while maintaining existing elevations. The Feasibility Report only called for 5 inches of stabilized reclaim material.

This segment of Sunwood Drive is part of the City’s Municipal State Aid System.  The attached plans were reviewed and approved by MnDOT State Aid.  Attached is a copy of State Aid’s approval letter authorizing advancement of the project to construction.
 
The proposed project schedule is below.
 
May 9 – Approve Plans and Specifications / Authorize Ads for Bids
May 12 & 19 – Advertisements for Bids published
June 6 – Public bid opening
June 13 – Accept Bids / Award Contract
Late June / early July – Begin construction
September 1 – Substantial completion (open to traffic)
 
On April 18th, the Public Works Committee reviewed the plans and unanimously recommended Council approval of plans and authorization to advertise for bids. 

Notifications are not required for this case.

Observations:
Staff has contacted all abutting property owners to inform them of the tentative project schedule outlined above, and to ensure them that access will remain open to their properties during construction.

Alternative #2 – Motion of other.

The Feasibility Report had identified estimated costs of $607,000. The current engineer’s estimate based on the attached plans is $571,539.48.  The improvements are proposed to be funded using a combination of street reconstruction bond funds ($561,576.48) and storm water utility funds ($9,963).  Special assessments are proposed to be levied against benefiting properties to pay for 25% of total project costs.  The Assessment Hearing is tentatively scheduled for October 10, 2017.

Staff recommends alternative #1.
