Title:
Adopt Resolution #17-05-104 Approving Plans and Specifications and Authorizing Advertisements for Bids for Improvement Project #17-01, Alpine Drive Reconstruction
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #17-05-104 approving plans and specifications and authorizing advertisements for bids for Improvement Project #17-01, Alpine Drive Reconstruction.
Background:
Attached is a set of final plans prepared by City staff for Improvement Project #17-01, Alpine Drive Reconstruction.
The attached plans are generally consistent with the design represented in the Feasibility Report as approved by the City Council, with three primary exceptions.
Instead of reclaiming the existing crushed concrete base material and reusing it on site as aggregate base, all of the existing crushed concrete base material is now proposed to be removed and properly disposed of off-site. This change was made based on subsequent discoveries which indicate the crushed concrete base material has a significant amount of fines and therefore if reused on site it could result in some of the same pavement tenting issues over time. This design modification was therefore made to ensure the proposed improvements will perform adequately over time and result in a minimum pavement life of 30 years as outlined in the Feasibility Report.
Additional grading and storm sewer work was also incorporated into the plans based on findings made during final design related to a culvert under Alpine Drive that was previously buried.
Alpine Drive is proposed to be closed to traffic during construction. This is proposed to ensure that construction can be completed as quickly and safely as possible, not only for the traveling public, but also for people working on the project. Since the residential properties along the west end of the project all have their primary driveways on Armstrong Boulevard, and since garbage hauling and mail delivery services are provided from Armstrong Boulevard, closing Alpine Drive will not impact access to or services to these properties. The proposed detour route occurs along Ramsey Boulevard/CSAH 56, Bunker Lake Boulevard/CSAH 116, and Armstrong Boulevard/CSAH 83, and Anoka County has approved the proposed detour route.
This segment of Alpine Drive is part of the City’s Municipal State Aid System. The attached plans were reviewed and approved by MnDOT State Aid. Attached is a copy of State Aid’s approval letter authorizing advancement of the project to construction.
The proposed project schedule is below.

June 6 – Public bid opening
June 13 – Accept Bids / Award Contract
Late June / early July – Begin construction
September 1 – Substantial completion (open to traffic)

Funding Source:
The Feasibility Report identified estimated costs of $463,000. The current estimated project costs per the attached plans are $522,408.60. Project funding is proposed to include a combination of street reconstruction bond funds ($488,694.30) and storm water utility funds ($33,714.30). No special assessments are proposed with this project.
Though the final estimated project cost is $59,408.60 more than the estimated costs identified in the Feasibility Report, staff feels this cost increase is justified to ensure that the new pavement section will achieve a minimum pavement life of 30 years.
