Title:

Adopt Resolution #17-05-109 Requesting Anoka County to Withhold Certain Tax Forfeit Land from Public Sale and Authorizing Acquisition of Tax Forfeit Property (PIN 08-32-25-23-0014) for Public Purpose in the City of Ramsey

Purpose/Background:

Purpose:  The purpose of this case is to ask Council to consider acquiring a tax forfeit parcel for public purpose.

Background:  The City has received notification from Anoka County Property Records and Taxation of a parcel that would potentially be going to private land sale in July 2017.  it went tax forfeit in 2010.  State Statutes requires that the governing body of a municipality must approve the classification and sale of forfeit parcels that lie within their jurisdiction.  The City is also offered the first right to acquire the tax forfeit properties. 

Upon staff review, it appears that the parcel could be acquired for public purpose.  

For Council's information,the following is included with this report:  Policy for the Acquisition of City Owned Land, Minnesota State Statute related to conveyance of tax forfeit land to public entities, and a GIS image of the subject parcel, as well as a resolution re acquiring the parcel. 

Observations/Alternatives:

Attached to this case is a GIS image of the tax forfeit parcel.

08-32-25-23-0014 OUTLOT A TIGER MEADOWS
Upon review, staff has determined this parcel could be acquired for drainage purposes.  The parcel contains a drainage swale that directs stormwater runoff to a culvert under 170th Avenue.  

A resolution for the acquisition of the subject parcel is attached to this case for Council action.

Staff will complete the additional responses requested by Anoka County administratively as part of the regular tax-forfeit parcel review process.

Funding Source:

Any costs to the City of acquiring tax forfeit parcels are typically minimal, e.g. filing fees, etc.  Funding would come out of the Public Improvement Revolving Fund for Parcel 08-32-25-23-0014.

Recommendation:

Staff recommends Council adopt the Resolution to acquire the tax forfeit property. 

Action:

Motion to adopt Resolution #17-05-109 Requesting Anoka County to Withhold Certain Tax Forfeit Land from Public Sale and Authorizing Acquisition of Tax Forfeit Property (PIN 08-32-25-23-0014) for public purpose.
