Title:

Consider Landscape Plan for Jasper Industrial Park

Purpose/Background:

The City has entered into a Purchase Agreement to sell a portion of the property located at the southeast corner of Jaspar St NW and 143rd Ave NW (the "Subject Property") for a new industrial development.  The Site Plan shows two (2) proposed multi-tenant buildings on Lot 1 and would create two (2) outlots (one that is part of the land transaction and the other that would be retained by the City for a future Public Works Campus).  This review is limited to the proposed improvements on Lot 1 only.

Observations/Alternatives:

Foster Cemetery is directly adjacent to the Subject Property.  There is a moderate quality mixed oak woods within this cemetery.  The project proposes clearing and grubbing trees adjacent to this natural area and also includes some significant grading right up to the boundary of the cemetery,  Additional information is needed to better asses any potential impacts to this natural area.  Furthermore, the Developer will need to retain access to the cemetery, which is something that Staff is continuing to work through.

The submittal is lacking a tree inventory and preservation plan.  While it does include some basic information about existing trees (they are shown on the existing conditions sheet and the grading/drainage sheet), species and condition are not indicated nor is there a tally of total tree inches on site and proposed tree inches removed.  Therefore, it cannot yet be determined whether the project complies with the Tree Preservation standards.  The Staff Review Letter does address this and specifies that a tree inventory and preservation plan must be submitted.

The proposed landscaping is generally acceptable, with just a few necessary modifications.  First, additional trees must be added to the plan to meet the minimum landscaping requirements (based on lineal feet of the perimeter of the site or the square footage of the buildings, and based on the number of parking stalls).Secondly, the plan must be adjusted to indicate shrub size as being not less then twenty-four (24) inches in height or width at the time of planting, depending on the species growth characteristics.

Action:

Motion to recommend approval of the Landscape Plan contingent upon compliance with the Staff Review Letter.
