Title:
Adopt Resolution #17-08-205 Granting Final Plat and Development Agreement for Anoka Hennepin 2nd Addition; Case of Anoka Hennepin School District
Purpose/Background:
NOTE: Taking action on this plat does not give approvals to the planned future elementary school at the 17000 Block of Nowthen Boulevard.
The intent of this plat is to simply reconfigure property lines that will allow Anoka Hennepin School District to purchase property with the intent to construct a school at a future date. Anoka Hennepin School District will need to go through the standard review process (Site Plan Review). In addition, the proposed use will require a Comprehensive Plan Amendment from Low Density Residential to Public/Quasi-Public. City Staff would anticipate a series of workshops for the public to engage in the review process as well.

Notification:
Staff attempted to notify all Property Owners within 700 feet of the Subject Property of the request via Standard US Mail.
Observations/Alternatives:
Staff acknowledges there will be a number of questions to answer throughout the review process of the future elementary school (traffic, pedestrian safety, density transitioning, etc.). Staff is not prepared to answer those questions this evening, but is working closely with Anoka Hennepin School District and Anoka County Highway Department (Nowthen Boulevard impacts), as well as working on scheduling public workshops to focus on the land use and site design aspects. Staff acknowledges that it has been fielding a number of questions surrounding this future school, and will provide ample opportunity for input in the very near future.
This evening's request is more simplistic in nature, reconfiguring property lines, but not giving any approvals to a new school itself. Staff will be prepared to provide a more detailed verbal update at the meeting if necessary. In the meantime, Staff has created a link to Anoka Hennepin School District's project webpage at www.cityoframsey.com/developmentupdate.

Funding Source:
All costs associated with processing the Application are the responsibility of the Applicant.
Recommendation:
Staff recommends approval of the Plat. This is a Minor Plat (3 or less lots with no public infrastructure [at this time]). Therefore, the request is not reviewed by the Planning Commission. However, the Planning Commission will review all future steps in the review process.
Action:
Motion to adopt Resolution #17-08-205 granting Final Plat Approval for Anoka Hennepin 2nd Addition.
