Adopt Resolution #17-10-255 Accepting Quotes and Awarding Contract to Repair Stormwater Pond Erosion at 7550 Highway 10 NW
Purpose/Background:
Purpose
The purpose of this case is adopt Resolution #17-10-255 accepting quotes and awarding contract to repair stormwater pond erosion at 7550 Highway 10 NW
Background:
The City of Ramsey constructed the pond on 7550 Highway 10 NW in 2014 as part of the Riverdale Drive Extension/Reconstruction project, Improvement Project #12-22. This pond was constructed to replace stormwater pond capacity that was lost when Riverdale Drive was extended to Traprock Street. Attached is an aerial image showing the existing stormwater ponds in this area, including the pond on the 7550 Highway 10 property, which is located on private property but is encumbered by a drainage easement to allow the City, and Anoka County, access to this pond.
As part of the development of the Riverdale Drive project, several agreements were executed between the owners of the private properties in this area, the City of Ramsey, and Anoka County. These agreements set forth the work that was completed at the time, and they defined the dedicated easements that allow for future maintenance of the ponds. The City of Ramsey is responsible for maintaining all ponds in this area, including the pond on 7550 Highway 10 NW.
Staff has been tracking the erosion in this pond for a while, but due to the recent heavy rains, this erosion now needs to be repaired to allow the pond to function as it was designed to. Staff therefore requested quotes from three contractors to re-grade the pond to restore storage capacity of the pond and re-establish side slopes, including an access road on the south side slope. Work is proposed to include cleaning the eroded material out of the bottom of the pond and re-shaping the side slopes, applying 3 inches of salvaged topsoil on all exposed side slopes, seeding the topsoil with dormant seed, and installing erosion control blanket on the side slopes to protect the slopes and seed until such time that the seed germinates. If the seed does not germinate by spring of 2018, the contractor will have to reseed and blanket in the spring of 2018.
Quotes from the three contractors are shown below.
Reshetar Systems quote is the lowest for said improvements. The awarded Contractor will be required to be licensed by the City to ensure they are maintaining minimum insurance coverages. All work shall be carried out during normal working hours from 7:00 a.m. to 10:00 p.m., Monday through Saturday, in accordance with City ordinances.

Funding Source:
Funding for this work is proposed to come from the Stormwater Utility Fund which has an adequate balance to cover these costs.
Recommendation:
City staff recommends Alternative #1.
