Adopt Resolution #17-10-270 Ordering Feasibility Report for Improvement Project #18-03, 2018 Overlay Improvements
Purpose/Background:
Purpose:
The purpose of this case is to consider adopting Resolution #17-10-270 ordering a Feasibility Report for Improvement Project #18-03, 2018 Overlay Improvements.
Background:
Numerous public street segments have Pavement and Surface Evaluation Rating (PASER) values, which indicate these street segments, are prime candidates for receiving overlay improvements in 2018. Overlaying these streets in 2018 will allow the City to maintain these streets in the most cost-effective manner throughout the serviceable life of these streets.
Attached are maps showing the specific street segments proposed to receive overlay improvements in 2018, which are located in the following developments:
The City of Ramsey’s Street Assessments Policy allows 25-percent of eligible overlay project costs to be assessed against benefiting properties. Staff is therefore requesting that the City Council order a Feasibility Report for the proposed 2018 overlay improvements to allow special assessments to be used as a funding source per the requirements of Chapter 8 of the City’s Charter, and Minnesota Statute, Chapter 429, both of which are attached.
The proposed improvements will be designated as City Improvement Project #18-00, 2018 Overlay Improvements.

Preparing a Feasibility Report for the proposed improvements will allow staff to refine estimated project costs and develop a proposed funding program, and allows for the use of special assessments against benefiting properties as a partial funding source.
The Feasibility Report will explore numerous aspects of the proposed improvements including whether they are feasible, necessary, and cost-effective, and whether they should be completed alone or in conjunction with other improvements. Estimated costs will also be explored in greater detail than what was used to estimate costs for the CIP. A more detailed project funding program will also be explored, including a description of the methodology used to calculate individual special assessments for benefiting parcels. A project schedule will also be proposed.
While preparing the Feasibility Report, Staff will conduct public information meetings with identified benefiting property owners to explain the need for the proposed improvements, the scope of the improvements, estimated costs, proposed funding program, including the preliminary special assessments, and the proposed project schedule.
The Feasibility Report will incorporate data that was gathered using Ground Penetrating Radar and soil borings.
Staff anticipates requesting Council acceptance of the Feasibility Report on November 14, 2017, and ordering a Public Hearing for November 24, 2017, in accordance with Minnesota Statute, Chapter 429. This schedule will allow the project to proceed in a timely manner and to receive competitive bids in February of 2018.

The Feasibility Report will be completed in-house as part of staff’s regular duties.
The City of Ramsey’s 5-year Street Reconstruction and Overlay Program includes the streets listed above as proposed 2018 overlay improvements, allowing the City to utilize street reconstruction bonds to fund the improvements. The City’s 10-year Capital Improvement Plan (CIP) also identifies these streets as proposed 2018 overlay improvements.
