Adopt Resolution #17-12-316 Ordering Plans and Specifications for Improvement Project #18-05, Bunker Lake Boulevard and Puma Street Improvements
Purpose/Background:
Purpose:
The purpose of this case is to consider adopting Resolution #17-12-316 ordering Plans and Specifications for Improvement Project #18-05, Bunker Lake Boulevard and Puma Street Improvements.
Background:
The proposed improvements addressed within this case comprise the third project in a series of recent improvement projects required to serve current and future developments within the immediate area with utilities and transportation facilities.
In the fall of 2017, utility extension improvements were constructed along approximately 1,400-feet of Bunker Lake Boulevard, east of Puma Street. These utility extensions were required to serve the Riverstone residential development west of Puma Street, as well as a portion of the Bunker Lake Industrial Park development south of Bunker Lake Bouelvard and east of Puma Street. This work is identified as Phase 1A in the attached Future Business Park Proposal completed by Bolton & Menk.
Construction is currently underway on utility extension improvements under Puma Street, north of Bunker Lake Boulevard. These utility improvements will support a majority of the Riverstone residential development, as well as all future commercial and residential development east of Puma Street, plus a small area of undeveloped land in the Northfork development, west of the Riverstone development. The area that will be served by these utilities, with the exception of the small Northfork area, is within the City’s MUSA thereby requiring service by City sewer and water. After the Puma Street utility improvements are complete, a temporary pavement section of reclaimed pavement will be used for the winter. This work is identified as Phase 1B in the attached Future Business Park Proposal.
Staff is now requesting Council authorization to prepare plans and specifications to complete the proposed roadway improvements through Phases 1A and 1B. Attached is a memo dated December 7, 2017 which provides detailed information on the scope of the improvements and the costs required to prepare plans and specifications, as well as costs to bid the plans and specifications. Further information on these costs are included in the memo dated July 27, 2017.

Funding Source:
Per the attached memos from Bolton & Menk, preparation of plans and specifications are estimated to cost $81,500.
In March 2017, Bolton Menk updated the Future Business Park report to include estimated costs for all of the improvements needed to support the Future Business Park. A copy of the update is attached for reference.
A previously executed Assessment Agreement allows up to 40% of project costs, including preparation of plans and specifications, to be assessed against two adjacent property owners. The City must pay the remaining costs for preparing plans and specifications. Funding sources for the City's share of costs is proposed to include a mix of TIF #1 and Anoka County HRA funds. A copy of the executed assessment agreement is attached for reference.

Staff recommends alternative #1 to support current and future development opportunities in this area of the City. Staff does not support alternative #2.
