Title:
Consider Sketch Plan Review for Affinity at Ramsey (Project #17-142); Case of Inland Group
Purpose/Background:
The City has a purchase agreement in place to sell about four (4) acres of land adjacent to Municipal Plaza for a proposed residential apartment building (intended for 55+). The City has received an application for Sketch Plan review of a new, 173-unit apartment building at the southwest corner of Ramsey Parkway and Center Street (the "Subject Property"). The project would serve the 55+ demographic.
Notification:
No additional notification is required as a result of a sketch plan review; however Staff did notify residents within 700 feet of the Subject Property of the sketch plan review. A full public hearing will be held at the time of Preliminary Plat.
Observations/Alternatives:
The Planning Commission should review and comment on the proposed site plan as well as the proposed architectural features of the building. This feedback can be used by the Applicant to further refine their proposal as necessary.
Funding Source:
All costs associated with this request are the responsibility of the Applicant.
Recommendation:
The Planning Commission should provide general feedback as it relates to the proposed project. The Developer is requesting confirmation that the City agrees to the footprint of the building before they complete additional design. The Staff Review Letter is attached for review. A marked up plan set is not attached, but is available upon request (same comments as the Staff Review Letter).
