Title:

Review Construction Manager Option for Public Works Campus

Purpose/Background:

City staff is exploring the option of securing a construction manager firm to manage the proposed public works facility project, currently within the City’s Capital Improvement Plan.  The reason to consider the construction manager approach at this point is to get assistance early in the project to reduce costs and to value-engineer the design of this multi-million dollar facility.  Two primary alternatives include a Construction manager Advisor role where the City holds the contracts, or a Construction Manager At-risk role, where all the contracts are assigned to the construction manager firm.  Staff has consulted with several jurisdictions in the area that have recently used this approach for the construction of similar scale new public facilities (e.g. Andover, Elk River, Fridley, Maple Grove, Washington County) and they highly recommend the process for this scale of project.

The purpose of this case is to introduce the concept of construction management, the two methods, and to discuss the advantages and disadvantages of each.  A construction management firm has been invited to attend.
