Title:

Adopt Resolution 18-077 Approving 2020 MUSA Boundary Comprehensive Plan Amendment for Ramsey Elementary 2nd Campus.

Purpose/Background:

The purpose of this case is a matter of clarification following the Metropolitan Council's review of the requested Comprehensive Plan Amendment to reguide property associated with the Ramsey Elementary 2nd Campus from Low Density Residential to Public/Quasi-Public. The Metropolitan Council is requiring that the 2020 MUSA boundary be updated to reflect that the property will be serviced by public utilities in advance of 2020 as the area was previously shown to be within the 2030 MUSA boundary. City Staff was not aware that the Metropolitan Council considered our urban service boundary to be phased, and did not anticipate this portion of the request. This case is to simply clarify the intent of the original Comprehensive Plan Amendment to allow the construction of the new school in 2018.

Notification:

City Staff attempted to notify all property owners within 700 feet of the Subject Property of the original Comprehensive Plan Amendment which reguided the property from Low Density Residential to Public/Quasi-Public for the purpose of constructing an Elementary School. That notice was sent via U.S. mail and published a notice of public hearing in the Anoka Union Herald, the City's official newspaper with the original Comprehensive Plan Amendment. 

The Comprehensive Plan Amendment was clearly approved with the intention to allow a new public school to be constructed in 2018. All site plan cases and Comprehensive Plan Amendment Cases anticipated construction in 2018. The fact that we are distinguishing between the 2020 MUSA and the 2030 MUSA is a technicality that wasn’t anticipated.

This clarifying comprehensive plan amendment which would revise the 2020 metropolitan urban service area (MUSA) does not alter the intent or outcome of the previously approved Comprehensive Plan Amendment which included the required public hearing.

Observations/Alternatives:

Upon submission of the requested Comprehensive Plan Amendment to reguide the Subject Property from Low Density Residential to Public/Quasi-Public for the purposes of constructing the Ramsey Elementary Second Campus the Metropolitan Council indicated that the City would also need to amend its 2020 Metropolitan Urban Service Area (MUSA) boundary to include the subject property.  With the 2030 Comprehensive Plan the Subject Property was shown as being within the 2030 MUSA boundary and because it will be serviced within the 2020 time period the 2020 MUSA Boundary must be amended to include that subject property. 

Alternatives

Alternative 1:  Adopt Resolution #18-077 Approving an amendment to the 2020 MUSA Boundary to include the subject property for the purposes of extending public utilities to the site.  Staff supports this alternative.

Alternative 2:  Do not adopt Resolution #18-077.  Staff does not support this alternative.

Funding Source:

Costs associates with this application are the responsibility of the Applicant.

Recommendation:

Staff recommends adoption of Resolution #18-077 approving an amendment to the 2020 Metropolitan Urban Service Area (MUSA) boundary.  This amendment is being required by the Metropolitan Council as part of the Ramsey Elementary School 2nd Campus project.  The City Council previously approved a resolution granting submittal of a Comprehensive Plan Amendment to reguide the subject property from Low Density Residential to Public/Quasi-Public. The purposes of this Resolution is to clarify that comprehensive plan amendment to include an updating of the 2020 MUSA boundary.

Action:

Motion to adopt Resolution #18-077 approving a clarification to a Comprehensive Plan Amendment for the newly planned Ramsey Elementary School 2nd Campus.
