Title
Purpose/Background:
The purpose of this case it to consider approving the updated Joint Powers Agreement between the City of Ramsey and the now 9 cities and 1 county which comprise the Anoka Hennepin Narcotics and Violent Crimes Task Force (AHNVCTF) also known as the drug task force. The City of Ramsey joined the AHNVCTF in 2017. The attached JPA defines the agreed upon terms and conditions required for the city of Ramsey to participate in AHNVCTF operations and governance.
In 2017 the city attorney reviewed the JPA and recommended its approval. On January 10th, 2017 city council made a motion to Adopt Resolution #17-01-017 Authorizing the Joint and Cooperative Agreement for the Formation and Administration of the Anoka-Hennepin Narcotics and Violent Crimes Task Force.
The significant change to the JPA was due to the addition of the City of Rogers out of Hennepin County, making them the ninth city to join the AHNVCTF. Specific changes to the previously approved JPA are as follows; page 3 updating the quorum requirement from five to six agencies, page 4 updating the definition of the executive committee’s duties, page 11 – section 7 increasing the executive committee’s authorization to make purchases from $2,500 up to $5,000, page 12 – section 1 updating the dates of the agreement, and page 24 adding the City of Rogers signature page.
